What’s happening?
From 1 October 2008 the permitted development rights that allow householders to pave over their front garden for hardstanding without planning permission changed. Planning permission is now required to lay traditional impermeable driveways that allow uncontrolled runoff of rainwater from front gardens onto roads because this can contribute to flooding and pollution of water courses.Is the installer responsible for the planning application?
No, the householder will be responsible. Applying for planning permission will require the householder to fill in an application form, provide plans (which have to be to scale) and pay a fee of £150. Planning applications for this type of householder development should normally be decided within 8 weeks of submission.What if I’, just replacing an existing driveway?
The new rules will also apply where existing hardstanding areas are being replaced.How can I legally avoid having to apply for planning permission and still use impermeable concrete block paving products?
By directing the surface water to soft landscaping or a soakaway. Ground conditions on site will determine which solution is most suitable for that property. Permeable CBP, such as Marshalls Priora & Tegula Priora, Grass Guard or aggregate. Look out for exciting additions to the Marshalls permeable range for 2009!Does it affect back gardens?

No, only projects started after 1 October, 2008.How will the government implement this?
By changing planning law. The new rules will be enforced through building regulations and inspected by the local building inspector as with all other current projects requiring planning permission.Is there any training on permeable driveway products available?
